In the heart of the Paganamaa Landscape Conservation Area, located in Rõuge Municipality within the Haanja-Karula recreation area, stands a 24-meter-tall wooden observation tower on Raadi Hill. The top of the tower offers a stunning view of Paganamaa's unique, mystical landscape and its chain of lakes, behind which the forests of Latvia already begin to unfold.
Completed in 2015, the tower is open all year round, 24/7. Next to the observation tower, you'll find a parking lot for 10 vehicles, a campfire site, and a camping area accommodating up to 10 tents — making it the perfect spot to spend the whole day or stay overnight.
The tower serves as an excellent starting point for the Paganamaa study trails and connects to the RMK Peraküla-Aegviidu-Ähijärve hiking route network, allowing you to embark on a longer, authentic journey through forests and between lakes.
To get here, take the Võru–Rõuge–Vastse-Roosa highway, approximately 32 km from Võru and 1.5 km from Krabi — the final 2.2 km lead along a signposted road straight to Piiriorg.
